Background
Hove Station Neighbourhood Forum has prepared a Neighbourhood Plan which sets out a vision for the future of the Hove Station Neighbourhood Area and includes planning policies which will be used to help determine planning applications locally. In accordance with Regulation 16 of the Neighbourhood Planning Regulations 2012 (as amended), the Council published the draft Plan and supporting documents for consultation over an 8-week period from 20 May to 15 July 2021. Following that consultation, the Council submitted the Neighbourhood Plan documents and all representations received for examination by an independently appointed examiner, Mr Jeremy Edge BSc FRICS MRTPI. The Neighbourhood Plan examination commenced on 24 January 2022.
During his examination, the examiner identified some issues with the Basic Conditions Statement supporting the Neighbourhood Plan. He therefore temporarily suspended the examination in May 2022 to enable the Neighbourhood Forum to make amendments to that document. This will assist him to assess whether the Neighbourhood Plan meets the basic conditions and legal requirements set out in the Neighbourhood Plan Regulations and other relevant legislation.
The Neighbourhood Forum has now submitted the amended Basic Conditions Statement to the Council and we are publishing the revised document for comment.
The scope of this consultation

Whether in light of the amended Basic Conditions Statement, you wish to make any further comments on the draft submission Neighbourhood Plan (or any of the other supporting documents).
This consultation is supplementary to the earlier public consultation undertaken in 2021 and focuses only on the Basic Conditions Statement as now amended. All other Neighbourhood Plan documents remain exactly as published for consultation in May 2021. Although please note that the amended Basic Conditions Statement will supersede the information set out in Section 1.1 and Annexes 2 and 3 of the main Hove Station Neighbourhood Plan Part 1 document.
In accordance with Regulation 16 of the Neighbourhood Planning Regulations 2012 (as amended), the amended Basic Conditions Statement will be available for consultation for 6 weeks from 00:00 on Thursday 3 November 2022 until 23:59 on Thursday 15 December 2022.
